The Mississippi Insurance Department administers it under Miss. Code Ann. section 83-1-191. Funding was made available under Senate Bill 2409 during the 2026 regular session, and it comes from the insurance industry in Mississippi rather than from the general fund or any federal program.

The stated purpose is two things at once. Make homes hold up better in a storm, and put downward pressure on insurance rates statewide. Grants are not loans. You don't pay it back. One grant per household.

H2: What Does a FORTIFIED Roof Actually Do?

FORTIFIED is a voluntary construction and re-roofing standard developed by the Insurance Institute for Business and Home Safety, a nonprofit research group funded by insurers.

It's not a brand of shingle. It's a set of construction details built around how roofs actually fail in high wind. Sealed roof deck. Stronger fasteners. Better roof edge attachment. The idea is to keep the deck on and keep wind driven rain from getting into the house, because that's where most of the real damage comes from.

There are three levels. Roof, Silver, and Gold. The Strengthen Mississippi Homes grant covers the Roof level.

A FORTIFIED designation lasts five years. After that you need a re-designation inspection to confirm nothing significant has changed and the roof covering still has life left in it.

H2: Who Qualifies for the Mississippi FORTIFIED Roof Grant?

You need to own and live in a single family home as your primary residence. Townhomes, condos, rental property, and mobile homes do not qualify.

Beyond that, the home has to be in good repair. You have to show an in force homeowners policy. If you're in a special flood hazard area, you need flood insurance. And you have to show an in force wind policy on the home when the mitigation work is finished.

There's one more requirement that hits us specifically. Homes in the six coastal counties, Hancock, Harrison, Jackson, Pearl River, Stone, and George, have to sit in a jurisdiction that has adopted and actively enforces a building code under Miss. Code Ann. section 17-2-1, and that code has to meet or exceed the IBHS FORTIFIED roof standard. If you're outside city limits somewhere, that's worth confirming before you get your hopes up.

You also pay for the FORTIFIED evaluator yourself. That fee is not covered by the grant. You can't do the work yourself, you can't start before the award, and you have to use a contractor approved through the program.

H2: How Much Will a FORTIFIED Roof Save Me on Insurance?

Honestly? Nobody can tell you until they run your address.

I asked Kelsey Carlson, CISR Elite, a Personal Lines Risk Advisor at Lemon Mohler Insurance, what a FORTIFIED certificate actually saves on a typical policy here. She said rate relief and wind mitigation discounts truly vary from carrier to carrier. Some carriers offer different discount levels for Gold, Silver, and Roof. Other carriers don't recognize a FORTIFIED designation in Mississippi at all.

That's the part nobody writes about. The discount is real with some companies and zero with others, and which company will write your house depends on the roof, the water, and the claims history. So the savings are genuinely unpredictable.

H2: Is a FORTIFIED Roof Worth It if the Discount Is Small?

Kelsey's answer to that was the best thing in our whole conversation, and I'm going to quote her directly.

Her unsolicited personal opinion, in her words: if a home buyer is considering building to FORTIFIED standard versus not, go with the FORTIFIED regardless of the insurance savings. The savings are an added bonus, not the decision maker. They'll be glad they did when they are the only home left standing on the block.

I've been in this business on this Coast a long time. She's right. The insurance discount is a nice line item. Not having to rebuild is the actual return.

There's a resale angle too. A FORTIFIED certificate is a document you hand a buyer, the same way an elevation certificate is. It's proof, not a claim. In a market where every buyer is worried about insurance costs, proof is worth something at the negotiating table.
