What should New Orleans buyers know first?
Three things catch New Orleans buyers off guard, and none of them are about the houses.
The first is insurance. On this stretch of coast, coverage often comes in more than one piece. Most carriers writing on the Coast today include wind and hail in the base homeowners policy, though some still exclude it. You can't apply directly. You have to go through a licensed Mississippi resident agent, and that agent can't bind the coverage on their own.
Here's the part that gets people. Coastal wind deductibles are often written as a percentage of your dwelling coverage, not a flat dollar amount. Mississippi's Veterans Home Purchase Board rules for the six coastal counties reference a 2 percent standard deductible, with 5 percent allowed after review. Ask your agent what your percentage is, then do the math in actual dollars. On a $350,000 dwelling amount, 2 percent is $7,000 out of pocket before the policy pays anything. Premiums here vary enormously by address, so get real numbers.
The second surprise is the clock. Mississippi gives new residents 30 days to register their vehicles, and missing that window means standard late fees plus a $250 penalty. Mississippi also charges an ad valorem tax at registration, which isn't how Louisiana does it. That's a real number, per vehicle, that lands in your first month.
The third is geography. Bay St. Louis is a city inside Hancock County, but a lot of addresses that say "Bay St. Louis" in the mailing address sit outside the city limits. That one detail changes your utility provider, your trash service, who issues your permits, and possibly which school district you're assigned to.
What do homes cost in Bay St. Louis right now?
This is where you have to be careful, because Bay St. Louis returns wildly different numbers depending on what's being measured.
Zillow's typical home value for its Bay St. Louis region was $230,250, up 6.3 percent year over year, as of September 3, 2026. But Redfin reported a median sale price of $405,000 for November 2025, and Homes.com reported $345,000 as a trailing twelve-month median with about 78 days on market.
Those aren't three answers to the same question. Zillow's index covers all housing stock in a broad region that includes a lot of unincorporated Hancock County. The median sale numbers cover only what actually sold through the MLS, and that pool tilts toward Old Town and property near the water. So the gap tells you something useful: the houses that trade in Bay St. Louis are not the average house in the area. Days on market runs long here compared to the Coast generally, with published figures ranging from roughly 36 days to over 90 depending on the source and the month.
What you'll actually find on the ground is a wide mix. Older cottages in and near Old Town. Elevated new construction. Slab-on-grade homes further inland. Waterfront and near-water inventory makes up a bigger share of the listings here than it does in most Coast towns, and land and lots trade regularly.
Which part of Bay St. Louis fits you?
Old Town Bay St. Louis. Older housing stock, small lots, walkable street grid, and the Amtrak depot sits right here. Inside the city limits, so city water, sewer, gas, and trash. The beachfront along Beach Boulevard and US 90. Highest elevation sensitivity and the highest share of post-2005 elevated construction. Expect the strictest insurance underwriting and the largest spread between quotes. Get numbers before you fall in love with a view.
North Bay St. Louis, toward Blue Meadow Road. More post-Katrina and newer construction, larger lots, farther from the water. Still inside the city for most addresses, but confirm, because the boundary is not intuitive.
Unincorporated Hancock County, including Kiln and Lower Bay Road. Acreage, larger lots, and a different service picture entirely. Water and sewer may come from Hancock County Water and Sewer or a utility district rather than the city. Electric may be Coast Electric rather than Mississippi Power. Permits come from the county.
Waveland. A separate city immediately south with its own utility department and its own taxes. Worth touring on the same trip, since most of Waveland sits in the same school district as Bay St. Louis.
Every one of those descriptions is a starting point, not an answer. Flood zone, school assignment, and utility provider all change by address, sometimes within the same subdivision.
How do you get to New Orleans from Bay St. Louis?
The City of Bay St. Louis publishes its distances: 60 miles to New Orleans, 30 to Slidell, 29 to Biloxi, and 91 to Mobile. I-10 is the spine, and it's the route almost everyone uses to New Orleans. Drive time depends heavily on the hour, so test your actual commute at the actual time you'd leave.
The bigger change is the train. Amtrak's Mardi Gras Service began August 18, 2025 and runs twice daily between New Orleans and Mobile with a stop in Bay St. Louis. The New Orleans terminal is walkable to the streetcar. For someone who goes into New Orleans two or three days a week rather than five, that changes the math on this whole move. Check the current timetable at Amtrak before you plan around it, because schedules shift.
For work on this side of the line, NASA's Stennis Space Center sits just north of Bay St. Louis and is home to more than 50 federal, state, academic, and private organizations with a combined workforce of over 5,200. Gulfport-Biloxi International is the closest commercial airport, with New Orleans International the alternative going west.
What about schools, utilities, and weather?
Hancock County has more than one public school district, and a Bay St. Louis address doesn't automatically mean Bay St. Louis-Waveland schools. The Bay St. Louis-Waveland School District runs Bay High School, Bay-Waveland Middle, North Bay Elementary, and Waveland Elementary. Some outlying addresses fall under Hancock County School District instead. Confirm assignment by address with the district office rather than a listing site, since listing-site school data comes from a third-party vendor and isn't guaranteed.
Either way, the grades are strong. On the Mississippi Department of Education's 2025-26 accountability grades, released in October 2026, the Bay St. Louis-Waveland School District earned an A with 773 points, the highest score of all 148 districts in the state, and Bay High earned an A. The Hancock County School District earned an A too, with 729 points. These are the first grades under the state's tougher standards, so don't compare them to older reports. Families should still review the Mississippi Succeeds Report Card for the specific school and tour campuses themselves.
Inside the city, the City of Bay St. Louis Utility Department handles water, sewer, and natural gas. To open service you'll need an application, a copy of the deed with your name on it or your lease if you're renting, a copy of your driver's license, and a deposit. Electric comes from Coast Electric or Mississippi Power depending on the address. Outside the city, water and sewer may come from Hancock County Water and Sewer or a local utility district.
Weather is the thing you already understand from New Orleans, mostly. Hot, humid summers, hurricane season, and the same evacuation habits. What's different is that you're on open coast rather than behind a levee system, so surge and wind behave differently and your insurance reflects it.
What does it cost to move here?
Vehicle registration is due within 30 days, at the Hancock County Tax Collector, and includes ad valorem tax based on assessed value and the local millage rate. Late costs $250 plus standard fees.
Your driver's license is a separate errand at a MS DPS Driver Service Bureau office. Bring two proofs of residency dated within the last 60 days. If your Louisiana license is still valid, no knowledge exam. If it's expired, you'll take one. Confirm the current transfer deadline with DPS.
Once you own and occupy the home, file for homestead exemption at the Hancock County Tax Assessor. Applications are only accepted January 1 through April 1, and you have to own and occupy as of January 1 of the filing year. Close in July and your first filing year is the next one.
Utility deposits, insurance premiums, and inspection costs are all address-specific and provider-specific, so get them in writing rather than working from anyone's estimate.
What are the trade-offs?
Insurance is the real one. A separate flood policy, wind coverage that may or may not be bundled, percentage wind deductibles, and premiums that vary enormously by elevation and construction year. Some buyers find the total is manageable. Some find it eats the entire monthly savings they came here for. You won't know which until you get quotes on a specific address.
The market moves slowly. Homes here sit longer than they do in most Coast towns, which is good news buying and harder news selling. If there's any chance you'll need to move again in three years, price that in.
Medical care and airline options are thinner than New Orleans. You're driving to Gulfport, Biloxi, or back to New Orleans for a lot of specialist care and most flights.
And the drive is a drive. Sixty miles each way is fine at two days a week and grinding at five. Test it before you commit, at the hour you'd actually leave.
What does a realistic moving timeline look like?
90 to 60 days out. Get pre-approved. Pull FEMA flood zone information and the elevation certificate for every area you're considering. Start insurance quotes now, not later. Decide whether you want city or unincorporated. Book the house-hunting trip.
60 to 30 days out. Take the trip and drive the commute at the real hour. Get written insurance quotes on the specific addresses you're serious about. Make an offer. Schedule inspections and ask about roof age, drainage, and elevation.
30 to 7 days out. Apply for utility service. Order internet. File your change of address. Bind insurance effective at closing, because coverage generally can't be bound once a named storm is close.
Move week. Walkthrough, close, confirm utilities, and start the 30-day registration clock the day you establish residency.
